i dont think we should be advocating for nations to return to their former heights because then half of the old world would be under greece
japan also had part of manchuria and korea in WW2, and china has had part of korea as well; but nk and sk are essentially dialects of each other, if not starting to deviate into their own languages

Wave around flags of other countries with real democracy, embarassing the government while streaming the video worldwide. Tell them they have one week to give them voting rights. March to the capital and storm their headquarters if they fail to give in. They even slaughter their own people with the world watching or they give in to the small demand.
