Obviously it's the CIA's creation, just like Al-Qaeda. This is, again, a way the American government excuses itself from not leaving the Middle East to keep plundering other nations' resources. If more Americans were taught world history rather than just the Civil War and partisan WW2 and Cold War stories, the the general populace would not get fucked over so often. But that's not in the administration's agenda.
