To represent a country you need citizenship, residence or another compelling connection to the country.

Teams representing a single country are always fine.
However, a small region of countries may signup instead if
  • some players could not participate otherwise,
  • it is as small as possible while still allowing 4-5 active members

Regions and countries overlapping or very close may play qualifiers against each other.
