Demo uploading sites.
demoSHACK, SilverCloud, one that I've been asked not mention publicly, one made by XRD, and a few others like AC Weekend Cup (which, although not allowing any regular old demo, still lets you upload demos).

I'm still scratching my head as to how people are running these on webhosting.

I have never, ever, ever seen a webhost or a VPS provider that allowed for a file hosting site. Unless you are running this on a home connection I'm pretty sure people are violating their TOSes by running these.

You have to realize that most vps providers don't give a shit about it unless people go whine to them because they never realized that they can do something that is against the rules. If you do have a problem with going against the TOS, there are really easy ways to avoid hosting on their servers without having it run on a home connection.

Well, I have never seen any which impose such stupid and arbitrary limitations (of course, I don't doubt they exist). Most actually don't care what you run, as long as you stay below your transfer cap. The only thing I know many disallow is P2P.
