idk i have cable internet so i dont think they could do very much.

If you are UK and on cable then you already have a kind of fixed IP as they operate a system where you aquire an IP and only lose after disconnection for 2 weeks or so, if you are else where in the world then all bets are off, but your ISP no matter what medium they choose to deliever your service will be able to help.

it's a dns, go to the main page and sign up.
if it's a good dns, it will find the IP change and therefore adapt to it, thus leaving the dns address forwarding to your IP and therefore making the dynamic IP irrelevant. http://dyndns.org

first tell us what doesn´t work, because you actually don´t have to have a static IP to host a server ...

Maybe its his internal IP his talking about?
So he dont need to open ports for server all the time.

What router you got?
Or have a look at Port Forwarding Guides Listed by Manufacturer and Model - PortForward.com and see if you can find it there.
