Hai, I'm into Windows Phone apps development lately, and I wonder if you actually need a paid license (the minimum required is 14.00 EUR per year) or I can publish apps on Windows Store for free...

I knew you need a license for Apple's appstore (FUCKING TWATS, I WISH FOR YOUR FAIL) but does Uncle Bill want money too?
