I would say is quite good for being that short, and if you could get scared out by that animation, it fulfill its purpose.

Even without looking at the actual characters on the screen, you can tell it's not japanese based off of the fact that it looks like some of the syllables in the title end with the "ng" sound, which doesn't exactly happen in japanese.
