Is it possible to change around the config for the game mode one shot one kill, its annoying when you get spawned recked and have to wait through the count down... Yes it is possible, but I doubt you would be allowed to do that and still have your server listed on the masterserver.
TOSOK is round based, which is what causes the temporary "permadeath" until the next round begins. 
Or is it permanent "tempdeath"?
Also, wouldn't you have to change the source code, not the configs, to make this change?

Theres the iCTF servers, idk if they are there any more...
But doing it in a normal server would get you banned I assume...

And note how the iCTF (last I checked they are still around) used a negative protocol number ;)

If you just want to do it offline i think AC reloaded has somethink like that.
