Blacklisted again

Sorry jamz i dont want to bother you but it seems that i have been blacklisted again. Im not sure if its another range ban or if something has happened. I would just wanna know what the blacklist is for. my ip is Dynamic (dial-up fail x_x) but i believe the 4.242 part of it doesnt change. Thank you for your help :)
