There are some restrictions, though I'm unsure of what they are.For example you need to have more than three characters.

The server config can be made so that unclear kick reasons don't work.
I would think that that would include reasons like "Noob"

No. It just means that if the player isn't cheating, lagging, spamming, or teamkilling (as far as the server can tell) the call will be denied.

Remove w from -P in servercmdline.cfg.
