Monas, where only the last octet is changing, a /24 block is being used, ie. 64.9.156.0/24 = 64.9.156.0-64.9.156.255. It's also possible that the block is smaller, eg. 64.9.156.32/28 = 64.9.156.32-64.9.156.47

This is almost certainly the same anti-AcP idiot that was playing in 93.182.128.0/18 (definitely a range of proxies). In this instance 64.9.156.0/24 is a range of open proxies run by Powerhouse Management.
