So when i'm using FRAPS now whenever its recording it halves my mouse sensitivity.
I have no idea why, and when i stop recording, it goes back to normal.
Any ideas?

Sensitivity depends on your framerate, if you're recording your framerate usually drops to about 30 or 60 (depending on what fraps setting you're using). Most mice move at 125/500/1000hz, and if your framerate is too low it won't be able to react as responsively (this is literally the only advantage to having a high framerate, contrary to some people's opinions that you "get more hits" lol).
Also, fraps can cause input lag on your mouse while it's even running in the background and not recording. I'm not an expert but this is just stuff I've found out from personal experience, my guess is that it's one of the two issues.
If you want to test, try /maxfps 2 and see how unresponsive your mouse is. x)
