client vote-kicking sometimes denied by server

I can't figure this out. Sometimes clients can call vote-kicks, sometimes the server denies the call. This happens in the same server, no restarts, no CMDLINE changes, and just minutes apart.

I had a player call to kick me (I asked him to)... denied
Minutes later the vote worked
Minutes later the vote was denied again.

In my voting permission string it is clearly a lowercase "k" ... why is my server denying the vote, sometimes? Here it is copied and pasted

Yes why? somebody explain!
(I think it might be something done to prevent spam, as it has happened to me A LOT of times that cant call votes after having been able to do so, but it seemed random)

Also I still dont get why votes are denied sometimes when its like 5 F1 and 2 F2...

You have W in the permissions string. With this set to lowercase, a non-admin user "can vote to kick/ban for 'weak' reasons. A 'weak' reason is one where the server can't detect if the player being voted against is lagging, teamkilling, spamming or cheating." Try setting this to lowercase and see if the issue persists.

Because some players did not vote and the majority were not reach.

Btw Jack answered you. Do not use weak reasons.
