iirc servers with flashing titles were being banned quite quickly. My suggestion for your question, don't do it.

It is banable to have flashing charachters in the server description. Anyways i won't tell ya how to do o.o (PS \f1) DAMN!

its \f1 BUT DONT USE IT, You'll get Masterserver banned (client & server)
like i did for one day (months ago)
