How to turn on my server.

I was using server_autoconfigured to run my server. As you all know that automatic registration is closed. So i want my server to get register. I had read the "registration rules for server". It is written that NOTE:- 1st) note that your server is turned on.

My question:- How to turn on my server????????????????????????????????? So that i will get my server manual register.
