Everybody have their own personnality (you know it Exo), it's stay only a good initiative but not more...
You imagine a referee for all clan match (it's only for big event like ACWC...).
We have already about insult, the famous "WATCH YOUR LANGUAGE", and about AFK player, we have the "AUTOKICK", what more?
A match can't be totally controlled (checked). This depend only by your opponent, to play only with respectful, mature and clean player.
This cannot be official! Every clan have their rules for these members to respect it and play with fairplay, like -xW- here => http://xw-i.ogameteam.com/t727-Members-Rules.htm and much more...
So, that's why i don't think this rule will be really helpful actually.
