I think you meant if both teams have the same amount of flags?
No that is correct, but maybe unclear. Perhaps I can phrase it better?
Example #1 (A vs B):
A picks X, score 3-1 to A
B picks Y, score 1-1
A won one round, B won no rounds. A wins.
Example #2 (C vs D):
C picks X, score 9-1 to C
D picks Y, score 3-0 to D
C and D both won a round so they play the tiebreaker.
Basically, a round is only won if you have more flags. In a draw neither team wins. After both rounds, if they have the same number of round wins they play the tiebreaker. So you only play the tiebreaker if the teams tie both rounds, or they win one each.
