1- You can use /texreduce -1 command so textures will be highly decreased but if you have fps spikes or fps limit too, you can use /maxfps command and give some numbers and test them to see the result.
Note: Make sure you run game by your main graphic card, not the graphic that is sided to your CPU ( like 3000 intel graphic) and also make sure you have latest driver for graphic.
2-have no idea. sorry. ( but i think image convertors help you to modify cross-hairs you have in your own ac package )
