Lucas can do it, but he is not sure if he should do it or not without the agreement of the other (inactive devs). Lets show him that he needs to do it NOW. If his permissions get removed by one of the inactive devs (randomly waking up from a long sleep) because he added some major changes by himself, we will face it and make that tard understand we dont need him anymore.
