This is unhelpful. 1Cap is Brazillian... during peak, he'll have large pings to NZ and very unstable PJ's result (it's not peak when I wrote this, hence things are a lot better).
Based on 1Cap's last IP address, from my NZ home address:
10 packets transmitted, 10 received, 0% packet loss, time 9004ms
rtt min/avg/max/mdev = 376.102/378.705/382.265/1.791 ms
Apart from South American servers (which would likely be low quality/bad PJ - though there's always exceptions). He would have better luck on a USA server, though depending on his provider's routes, this could still have unstable PJ (but OK ping).
