The minimum you would need to add this in the nicknameblacklist file in the FD* whitelist
accept FD*1Cap
If you have the IP and or range you could do one of these (NOTE: That is not the right IP, just using it as an example)
(static IP)
accept FD*1Cap 192.168.1.1
or (2 separate IPs)
accept FD*1Cap 192.168.1.1 127.0.0.0
or (range start and end)
accept FD*1Cap 192.168.1.0 - 192.168.1.255
or (range as CIDR)
accept FD*1Cap 192.168.1.0/24
But the issue he has with my server is not the nickname, it is a ban in the blacklist file that is not allowing him to join even though he is in the FD* whitelist.
