Yes, the IP you had is unbanned, but the IP range you are in can make you get banned again if your IP changes.
Its hard to ban ranges you are in cos they are so big.
Personally i felt like having to ban 50% of South American IPs, but this dont mean i wont let innocent connect to my server.
All they have to do is contact me and i will give them a de-ban password.
