Seriously, though, you won't be able to run a server on 3G card (I sure am surprised nobody has pointed this out yet). Regardless, you only need to set up port forwarding if you're behind a router; you shouldn't need to do this when using dial-up modem or wireless internet, you should be assigned an external IP directly.
To find out, go to command prompt and type /ipconfig and see what your IP is. If it's a private address (such as the classic 192.168.x.x along with certain ranges within 172.x.x.x and all 10.x.x.x addresses), you do need port forwarding.
If not, you shouldn't need it.
However, there are other things to consider. You might be behind ISP NAT, or your ISP might be blocking all incoming connections to prevent torrenting/running servers; in either of these cases there isn't much (if anything) you can do.
