IMO the shuffle should not be disabled. Sometimes, partway through a game, it is needed. When one team has nothing but noobs with a 0.4 ratio, and the other team is nothing but vets with a 2.0 ratio, there's no way around it: The teams need to be shuffled. Although I agree that using a forceteam is generally a better idea, there are (rare) circumstances where a shuffle is needed.
