Just stick with these three simple rules:
- Don't do anything to make the normal, innocent players angry.
- Do everything to make the evil, malicious players (i.e. obvious cheaters, intentional TK'ers, general asshats) angry.
- There is no Rule #3. Just don't let the first two Rules conflict with each other.
