Jg99, seeing as his last screenshot is a shot of his ports, you might want to give some real advice. He has read common problems (as seen by his selection of screenshots) and is stumped.
Halosham1, Jg99 was right, I dont think you forwarded your ports correctly. I see that your first port (28763) says "TCP Any -> 28763" (and UDP as well), however your second port (28764) says "TCP [/i]28764 -> 28764" (and UDP as well). Not knowing exactly what these messages mean, I am going to make a stab that you want to fix the first port to look more like the second.
