It's similar to the escape sequence for colors
except instead of the number it's the letter b:
I'm not sure how to reset it though in the same string.
As others have said the ability to view blinking colors will be disabled by default in the upcoming version. In addition to this, if you use blinking colors in your server name/description in the current AC version, it is likely your server will be banned.
Append: Another escape sequence will cancel the blinking text (so just set the color to the same or choose another color)
