Lets see here... 7,000,000,000 is about the number of people in the world and 30,000 people have died. 30,000/7,000,000,000 * 100 = 0.000428% of the world. What is your definition of little? We have had wars go into a whole percentile.

And whether or not it has anything to do with Americans or people from anywhere for that matter, does that a justify their country's military doing nothing about it?

Yes. America is sitting in a crater of an economy. Africa is dancing in a puddle. Both of those statements are underestimated for this situation.
