Well, there used to be a directory for each model which contained all the stuff - model, config, skin(s). Now you take all the skins and put them into one separate directory. Idk, but I'd say some people will be confused.

The way this is done right now in the code, is that you just take that model directory and zip it up, and that can then be downloaded and unpacked properly. With your setup, we'd need something more advanced, like starting the whole thing at the packages/ level.
