Instead of using sizes like: "length: 1000 pixel"
Use "length: 100 percent"

Basic HMTL :D

In fact, the basic HTML require to write so
width: 1200px;
;D

Although, as for me — there is a little too big banner size (1200x300)
I would have made the banner size smaller, approximately 960x240 or 100x250 px and flexible header section.
