Norton does about as good a job as Avast! does.
However, when you factor price into the equation, Avast! seems like the only plausible choice. ;-)

The screenshots show success -- the firewall entries have been made. Perhaps something else is causing you to use the word "fail"...
Does Windows still ask you if you want to allow the server through the firewall?
