True, I think intermission lengths should be modifiable from server to server. Things like clan matches would especially benefit from intermission being an actual little break.
EDIT: @Wolf: You're right, other players actually using teamwork would fix it. But there's not really a way to enforce it. The forceteam philosophy you mentioned is the basic standby solution for this problem.
