Accused of cheating from noobs?

I could probably write a script that mimics the namechange hack. It's nothing special, and the kid who wrote it into a raped version of the game was not exercising any skill in doing so.

Having said that, any namechange script, even if not an actual modified client/hack, is still really annoying if used improperly (see DrauL's explanation above). I'd blacklist someone for spamming name changes if it was disrupting enough.
