I think this is an excellent idea. I've got an idea for how to implement this: on all servers when mastermode is 0 (open), only /setnext and /gonext are available, not /mode ; map. Basically /setnext is an under-appreciated command that calls a vote to load the specified map/mode after the current match. /gonext is yet another under-appreciated command that calls a vote to immediately skip to the next map in queue on the server's map rotation (or the map specified by /setnext). All the regular map/mode votes (/(t)dm /(t)osok /ctf etc, /mode ; map) would only be allowed in private or match mastermodes.
This way, players could vote for the next map at any time through /setnext, and if the current map/mode is way too dull, /gonext could be used to skip it. Of course servers don't necessarily need to allow /gonext from non-admin players but it would still be handy to rock the vote with it.
