Honestly I don't see any specific reason. If you truly want to you can find free webhosts- but that may not give you enough resources. Software is free and easy to use.
You can check out these which are inexpensive and highly reviewed.
Domain.com - $64.17 for a year and get a free domain with coupon code DOMFREE
Domain.com - $5.75 per month and get a domain from co.cc or similar site
HostingCove - $70.00 or a year and get a free domain
HostingCove - $7.00 per month and get a domain from co.cc or similar site
I've used both and can say they are good. Ronald_Reagan currently uses HostingCove.
EDIT: As a matter of fact, if you talk to him, he can give you a "referrer link" which you can sign up with and he'll get some credit towards his account.
EDIT: EDIT: HostingCove allows you to upgrade if you need more resources; that package may not fit your needs but would be a good one while you're seeing if the site will get going.
