FPS affects your hit reg?

Vsync is when the computer renders at the same rate as the monitors refresh rate. E.g if your monitor renders at 60hz(60 refreshes per second) then the game will also render at 60fps. I hope that is accurate/correct :P This is just to my understanding

The computer tries to render at the same rate. For some reason, mine does this asymptotically (never quite hits 60 fps).
