Yes. If the server is always full (like 20 players all time), it would be impossible to vote ctf ac_douze... must probably it would only be possible to vote a DM game in it, or even nothing since ac_douze is not managed to be played by 20 players. In this sense, the server could even ignore if the server owner put in his rotation any map/mode combination that disrupts the .cfg limits imposed by the mapmaker.

What is your problem?
I always played ctf ac_douze with 20 players, but never enjoyed to play gema. It is not the same people. The people that was used to play dust was also different.
We had about 500000 different players in the last 2 years, but less than 500 are known/regular players.
Our public is incredible mutable, and a lot of people play this game only once because they are looking for a CS clone (but this game is more like Quake). Other huge amount of people play this game for some weeks because they enjoyed some "weird" map/mode. Many of them like to play in small spaces full of nades with no health packs, others enjoy huge sniper camping sites, others love weird gema maps... But they are all different people, with different tastes. And it is simply impossible to please all these different tastes without perverting the game.
When you say "it's the same kind of people", you are only expressing your preconceptions and ignorance.
So, if you do not have anything constructive to add, please, shut up.
