Constantly not finding/downloading textures

I can't find any thread where this was discussed before, so I have to ask. Is there something I can do about never having the textures for certain maps? I have been assuming they aren't packaged right but it's a bit frustrating. I just noticed it again on dust2. One of my favorite maps and the texture for the rvsf floor rarely loads
