If you wait until all clans have moved on to 1.1 more than 16 teams would be possible. Single mode is probably preferrable.
I've recently held a tournament in 1.1 and we had just under 16 teams. see http://kof.mysick.tk - all team flag modes were allowed, but i believe only CTF has been played unfortunately :)
