Regarding proxies.... A lot of that seems to come from the BoB blacklist. The blacklist doesn't conveniently disregard any proxies. The thing with proxies is, it's really hard to figure out what is and what isn't a proxy. Proxies don't exactly advertise their ranges. A lot of the time, if someone suspects that a proxy is being used, they can look it up and see who owns the range. If it's a commercial range, chances are it's a proxy. If it's not, it could be a Tor exit node, a private proxy, or just a dynamic range. Generally speaking, it's ill-advised to ban entire residential ranges unless a certain range is really giving you lots of trouble. If you suspect a range may be a proxy, you can make a post with a specific IP address and I can do some research.
