I haven't updated this list for a looong time, and it was, naturally, grossly out of date. I try very hard not to ban ranges now that would cause problems for large numbers of current or potential players, but sometimes it's unavoidable. The list of widely abused hosting (VPNs, proxies, etc.) IP ranges, however, will always be added to from time to time.
It's safest to say that if you're not receiving a server list, and this is no help, make a thread about it in Help or Blacklists, or PM X-Ray_Dog
