As you can see from the "Renderer" line on the console in the screenshot, it seems like your laptop isn't using your graphics card to render frames in-game.
See if you can set your default graphics processor to be your ATI 4570 using the device manager, and try to check and see if you have you have your Power Consumption set to "Power Conservation" or something - if I leave my laptop unplugged for a while and the battery runs low it automatically switches to this from performance mode (and thus doesn't utilise my dedicated GPU).
You should also be able to configure your switchable graphics via the AMD Catalyst Control Center. If your CCC is out of date, you can download the most up-to-date version here.
