I want to block VPNs because I don't like people who get banned, and then come back in two minutes with a different IP.

These originate from a number of services and can be traced to certain ranges based on range ownership...
This was a recent individual who has been causing a lot of grief, mostly via VPN/Proxy....
The relevance is right there - Another reason to block certain VPNs...
