Here's my attempt at "deciphering" pufig's "meme". The image of a rabbit with a nazi theme is probably related to the events in Ukraine, more specifically to the recently resigned Ukrainian prime-minister Arcenii Jatsenuk who looks a bit like a rabbit from the soviet version of the cartoon "Winnie-the-pooh". Since the Russians accuse the Ukrainians of having a nazi-like government, hence the nazi-themed picture. However, like many of (if not all) the pufig's meme's this one would never make sense unless you know the background. Other pufig's themes don't make sense to me either. I guess the admins just got fed up.
