Non-Latin translation of interface

Current translateable files are:

- In config folder
menus
menu_voicecom
menus_bot
menus_multiplayer
menus_editing
menus_settings

- The whole documentation in docs folder

- Localization files (that's a WIP, only German is available AFAIK) in /locale/ (you need to get the .po file from SVN I think and then you can translate it)

That's all I know. Non-Latin chars aren't available at the moment, but there may be a WIP for that stuff (ask flowtron).
