Clarification of rules and penalizations

Honestly, there's no real punishment for not following the forum rules and if there were strict punishments, the forums would be a lot less fun. Warning points themselves are more like a badge of honor in my opinion than a punishment and bans are just from when mods get too butt hurt because of a little joke most of the time and rarely are more than a slight inconvenience.
