can someone tell me how to get the PROOF/DEMO?

You can press F10 at the end of a game (just when the next game has started) to get the previous Demo.
You can then upload that file to mediafire (Other file shard sites are available) And post the link to use as proof.

For things like Tag abuse and offensive nicks/speech you can use screenshots (Press F12 ingame) and, again, upload to a file share and share the link.

about the demo f10, i press it in the loading screen? or in the end when scoreboard shows up?

and how i know if he's a hacker or not?

Press F10 when the new round starts to get demo from round you just played.
Or use menu, press esc -> download demo.

You know if someone cheats by watching them in-game (spectator mode) or analyze demo after.
