What types of programs can use to increase the fps?
How do I change the game interface?
What kind of patch can I put in the game? (animations, show how to hit the enemy ....).
Sorry if you have something wrong.

Well I tried a program called gamebooster, or something along those lines, but it actually brought my fps down.
I'd try the fps booster that is an ac script, I believe it's by V-man.

Generally, lowering your graphics quality helps to improve your framerate.
If you REALLY don't mind your AssaultCube looking particularly ugly, you can lower your resolution (keeping it in full screen mode)

Screen width: 800x600
Graphic Settings: Horrible
/vsync 0
/maxfps 1000
After you find your maximum fps, I suggest capping it at the lowest stable number that you get. eg: I get between 220-320fps depending on the map + where I look, etc., so I use /maxfps 200.
Don't leave your fps uncapped because you'll get unhits.

There was a recent thread where people gave tips about some programs to get the mouse working better for games, you must search for that one!

x-mouse button control is a program that allows you to remap keys externally of other programs. I don't know how useful it would be in ac but it's a tool you could use.
