Can admin abuse be a reason to be blacklisted? And how can i get the I.P of such a person who is abusing admin and continuosly bans you from a server?

The best way to avoid admin abuse is to play on a different server. If you really want to report them, type "/whois cn" (without quotes), which can be found in the scoreboard.

Yet nobody has closed it...
Also, if you can get in contact with the server owner, tell them. This helps especially when they use many different passwords for different players. (Like Bugboy)
