I may agree that it's silly to have a new clan pop up every week, but I don't think anyone needs to "control" the matter (except inasmuch as each individual has self-control, catch my drift?) -- otherwise there would be a terrible infraction of freedom.
The devs didn't ask for clans to be created, it's an act of the community, independent. The only people who need to control clans are the clans.
